INTRODUCTION TO HR WSQ
The Singapore Workforce Skills Qualifications (WSQ) is a robust and integrated Continuing Education and Training system developed by the SkillsFuture Singapore Agency (SSG -formerly Singapore Workforce Development Agency (WDA)). It is a national accreditation system that trains, develops, assesses and recognises workers for competencies which they need to stay employable.
In the area of human resource management, the Human Resource WSQ (HR WSQ) is designed to build industry competencies. Founded on best international practices and validated by industries and employers, the HR WSQ is designed to enable an individual to seek upgrading and career progression in a practical and flexible manner through bite-sized learning.
The HR WSQ system underpins skills formation of HR professionals and people managers and enables them to have greater access to training and the attainment of nationally-recognised certifications. It facilitates skills and career progression for HR professionals and people managers.
Human Capital (Singapore) Pte Ltd (“HCS”) is the national Continuing Education and Training (CET) centre that conducts the HR WSQ competency-based training programmes, and is registered with the Council for Private Education (CPE) under the Enhanced Registration Framework (ERF) for its WSQ diploma and certification programmes.
We train and develop people managers so that they can re-design critical HR processes, identify and build necessary competencies, and deploy the best HR practices to meet the increasing expectations of the industry.
Our students learn a lot compared to other similar courses which are mostly focused on examinations and not much on interaction. Trainees get to know people from different industries and are encouraged to have a more practical exchange of ideas from different companies and culture that relate more to real life. Through this the entire learning experience is more fruitful.
HCS is the first training provider to offer WSQ HR courses in Chinese to cater to Chinese-speaking managers and enterprise leaders.

HR WSQ Functional Areas
There are more than 100 HR WSQ courses which cover 8 functional areas and cater to various occupational levels and roles.
WSQ programmes have been designed to allow open access, meaning that entry to WSQ courses is based on relevant skills and knowledge, rather than formal qualifications. However admission into diploma programmes is still subject to HCS Academy Academic Board’s entry recommendations.
Generally, participants are expected to have at least a WPLN Level 5 or GCE N/O Level pass in English with a minimum grade of C6 or equivalent.

Graduation / Course Completion
Upon successful completion of modular WSQ courses*, participants will be issued the nationally recognised Statements of Attainments (SOA) by SkillsFuture Singapore Agency (SSG). Higher Certificate, Advanced Certificate, Professional Diploma or Specialist Diploma will be awarded upon successful attainments of the required combination of core and elective units / SOAs.
*successful completion of modular WSQ: trainees must have achieved at least 75% attendance and must have sat for and passed the competency assessments.
A competency-based programme differs from academic learning in that adult learners are certified based on having the right competencies (attitude, skills and knowledge) to perform and manage specific people management functions in their work.

ADVANCED PROFESSIONAL QUALIFICATION (APQ) IN GLOBAL BUSINESS LEADERSHIP AND INTERNATIONAL RELATIONS
HCS Academy and Georgetown University (GU) have co-developed a specially designed Executive Education Programme, leading to an Advanced Professional Qualification (APQ) in Global Business Leadership and International Relations. This programme is the result of an earlier initiative by HCS on the Global Immersion Programme, which Minister Heng Swee Keat had launched in November 2013. This initiative on the programme by HCS Academy with GU is to support Singapore’s SkillsFuture agenda and economic progress as Singapore moves to the next phase of development towards an advanced economy and inclusive society.
The GU APQ programme is the first of its kind in Singapore and internationally. HCS Academy is privileged to have GU specially designed this programme. It is a frontier programme that addresses :

- Acquisition of skills sets and knowledge for contemporary and future business and leadership challenges.
The APQ programme aims to promote capability development and productivity growth in the workplace through :
- Redesign and transformation of businesses and culture.

*The programme is conducted in English with simultaneous and/or consecutive interpretation in Chinese by Professional Interpreters. Learning materials are in English and Chinese. The participants will be assessed based on their respective team’s capstone project.
WHY APQ IN GLOBAL BUSINESS AND INTERNATIONAL RELATIONS?
The APQ programme will help PMEs, corporate and business leaders, as well as business owners identify opportunities and challenges of conducting business in other countries in order to better compete in today’s global economy. This course enables the participants to master the fundamental business disciplines and skills needed to evaluate and capitalise on regional and global business opportunities. It is suitable for participants who are already in or aspiring to join in the global business sector.

How much does the APQ programme cost?
Total course fee for Full Programme participation (10 Modules): $60,000*.
Businesses registered in Singapore may claim PIC benefits of either cash payout (up to 60%) and 400% tax deductions/allowances. Please contact IRAS for more details.
SkillsFuture Study Award for Singapore Citizens
Singaporeans who are planning to enrol in or are successfully enrolled in this course should concurrently apply for the SkillsFuture Study Awards for International Business. Recipients of the Study Award may receive a monetary award of $5,000 to defray the out-of-pocket expenses associated with the course.
SPRING Singapore Leadership Development Initiative for SMEs
SPRING Singapore will provide up to 70% funding support to SMEs participating in the APQ under the Leadership Development Initiative for SMEs. Leadership Development Initiative supports the development and implementation of a Leadership Development Plan (LDP). This initiative aims to catalyse SMEs to adopt a strategic approach towards leadership development, strengthen leadership competencies of key leaders and facilitate succession planning of their high potential staff.
*Fees include basic seminar package and excluding GST. Fees do not cover airfare, transport, personal expenses and accommodation. Subject to change.
ADMISSION CRITERIA AND TERM DATES
These are the general entry requirements for admission into the APQ programme:
- A good bachelor’s degree or equivalent qualification (Candidates with HR WSQ Professional Diploma/Specialist Diploma are eligible. Other qualifications will be considered on a case by case basis, subject to HCS Academy Academic Board and Georgetown University’s approval)
- Relevant work experience
- Competency in English or Chinese
- At least WPLN Level 5 or GCE N/O Level pass in English with a minimum grade of C6 or equivalent
*Classes will be delivered in English and Chinese, with simultaneous translation whenever English is used.
The intensive 10-month course (200 hours) of study will include a combination of modules conducted in three locations that provide a state-of-the-art understanding of international business and international relations.
Please note that this is a part-time course and the duration of the course may vary depending on Georgetown University’s course schedule and progress of participants.

TEACHING FACULTY AND LEARNING METHODS
The programme framework and syllabi will enable participants to:

For effective learning, the teacher-student ratio is about 1 to 35.
